Cases may arise where there is a need to entirely remove a user's permission to the system.

Restrict All Access

You can prevent a user from accessing the system entirely by finding the user under "User Permissions", clicking their name, and clicking "Remove Access" in the popup. In regards to CAT, this may be a little extreme and rarely, if ever used, but it is available as needed.
